I remember when you became the governor, you often had many complaints about the builders. Worship began to build?

I remember how in August I came to the village of Russian Yanguts to accept the first social object for myself in the territory of the Ust-Ordynsky Buryat District. It was a high school building. It was built by the Sibstalstroy, a well -known in the district. The builders approached the matter, in my opinion, without a proper understanding of responsibility.

Not even the Director General Eduard Melkonyan, but one of his deputies, came to the opening ceremony. He handed me a symbolic key to the school. I went in, looked around and asked to convey to Eduard Mamyonovich that I would get him from under the ground, but I would make me fix all the shortcomings. We must pay tribute to him - he corrected everything, and then no longer allowed marriage in his work.

This story gives some idea of ​​what the Irkutsk region was then. Everything is on its own, each boss, mayors - including. Each has in their area-like some kind of kulak community. Trying to build a dialogue - it does not work. I remember how my first message took place. I went to the rostrum, I look - even people close to me, my associates, they threw my foot on my foot, condescendingly await that I will start to tell them now.

I put the paper aside to me aside-no, I think here I have to talk differently ... Investments in people and the conversation, in the end, did it work? Otherwise, for example, there would not be such a project as a new school in the village of Bulus, the Echite-Bulagat district. In the spring of the year, an old school burned there. We look-around the rickety fences, somehow everything is not tidy.

In a word - sadness. And 15 kilometers from Bulusa, in Ust-Ordynsky, there is a large school. And we understand that it is easier to carry children from Bulusa to this school by bus, than to build something here. This decision, in fact, was preparing, no one was going to restore the school. Well, the people in the Bulus are hospitable. They invite us to dinner at a school dining room that survived from the fire.

We go - and there are portraits of graduates: six professors, Hero of the Soviet Union. A school with serious history, not in every village there is a similar one. We decided, in the end, what needs to be restored. It was an important and desired project, and there was no need to convince anyone that the school had to be built. The right idea was formulated. And when the idea is correct, it always works - and the result is obtained.

The same deputies of the Legislative Assembly, which very often “front” stood, this time the budget in the right direction very quickly adjusted. Found funds in the target program "Social Development of the village of Irkutsk Region for years." Everyone, I think, understood: this is not just a construction, it is an investment in people. I then came to Bulusa several times and saw how around the new school they began to correct and paint fences, clean the territory.

And this is a completely normal reaction. I remember that, as part of the celebration of Surkharban, we opened a physical education complex in the village of Bayandai. Before opening, people from their houses brought them to the lawn near the complex stumbled. It is clear that the next day all these flowers were tied. It looks naive, causes a smile, but it pleases. It's nice that people see a new modern object and try to make it beautiful around.

Tell me, Sergey Vladimirovich, and now there are some contacts with the Ust-Ordynsky Buryat District? To be honest - it is a little surprising to me. I am a soldier, worked for three and a half years. The task that I was set was completed.One close friend told me - six months will pass, and they will forget about you. But so far it turns out differently: they turn, meet on various issues.

Before the elections they come for help. Do you give money? You can and money. Why not? With the only condition: I always supported those people who have something to offer, and there is something to report for. People who are grateful to eat some people-including on the territory of the Ust-Ordynsky Buryat District, which are the authorities for you, to which you usually turn to the advice?

The first such person is Lyudmila Mikhailovna Berlin. We were familiar with her long before the governorship. She is a real professional with a high legal culture. When I became the governor, then every coming to my office was associated with questions about the Ust-Horde Buryat District. She loved him, counted her, and accompanied me on every trip to this territory - and I went very often.

We had a lot of disputes with her, but, nevertheless, all these disputes later led to a good result. I am very grateful to her for the joint work. This is a person who thinks unique, non -standard. We met him a long time ago. In his life, there were many difficult, tragic events, and I tried to support it at such a moment. He took an active part in the construction of the church in Ust-Ude.

Then he was let down by both foresters and builders. We went to Ust-Uda, tried to resolve issues, and I noticed that when he came there, his face was loud, his eyes became happy. At the time of my governorship, he was very worried about me, tried to help with advice, a kind word. And I was always surprised at his ability to understand life.

What prospects of the Ust-Ordynsky Buryat District do you see? Now we say that Baikal forms a tourist agenda of the Irkutsk region. But in such a version as it exists now, Baikal is a one -time story. A person will come here once and will never return again. It is necessary to expand the tourism capabilities of the region, and the Ust-Ordynsky Buryat district should take a leading position in this regard.

As for agriculture, my opinion that I voiced during the governorship remains unchanged: here we must build a large modern agro -industrial complex. There are already relevant technologies - for example, I saw them in the Czech Republic. Why invent a bicycle? At one time, in the Ust-Ordynsky Buryat District, we began to create a “social story”, tens of millions of rubles were directed to agriculture.

Thus, they contributed to people so that they stay there, so that there were jobs. But it is time to go to a different level - to make large civilized production. Perhaps not everyone will like such an idea, but to say that we do not need development, that we always lived like that and we will continue to live - this is a dead end. Often I hear different opinions about what would happen if the district had remained an independent subject.

Probably, he could get his development vector, and for this there are prerequisites, given that this is a national education. But I would look at this question wider. For example, Buryatia has now become part of the Far East - and did absolutely correctly. I also struggled for the Irkutsk region to enter the Far Eastern District.
