In the year, ambitious Irina Olegovna decided to take part in the elections of the rector of the Rostov Medical University. Doctor of Medical Sciences, professor, chief obstetrician-gynecologist of the region, administrator who managed to reduce infant mortality 10 times during his work in the Ministry-she was confident in her victory. At the open vote of the University’s council, two people voted almost unanimously for her, but by that time people who were far from medicine began to be managed by medical union.

It seemed to me - this is space, we will never be like that. But it all happened! Believe me, Rostov can be proud of its perinatal center. Valery Bushtyrev served as the head physician of the perinatal center for up to a year - until he got involved in lawsuit with the Ministry of Health of the region. The reason was more than significant - money. According to the rules existing in Russia, annually, the regional fund of compulsory medical insurance shares between medical institutions of the region of the quota: this maternity hospital can accept so many births, so many “Caesarean sections”-paid at the expense of compulsory medical insurance.

As a rule, the norms quite coincide with the needs of patients, but there are excesses. Bushtyrev was not forgiven for such amateur performances. In addition to dismissal, the reason is the violation of the san-epidemiological system in the institution, the center has experienced more inspections over the year, a criminal case was opened against Bushtyrev.

They tried to accuse him of illegal oxygen production. The fact is that for several years the perinatal center, together with the BSMP-2, were forced to buy oxygen from a single supplier-a private company. Seriously overpaying at the same time. Bashtyrev convinced the governor to allocate money for the purchase for the perinatal center of his own station for the production of medical oxygen.

The equipment was purchased, installed and worked perfectly until the investigators of the Investigative Committee decided that oxygen is produced there - illegally. Bashtyreva was suspected - not a lot, not a few - in fake medicines, medical oxygen - according to the existing classification - the drug and for two years dragged on interrogations, trying to accuse the former head physician of illegally produced oxygen to save newborn and pregnant women.

At some point, Bashtyrev ended up in a hospital with a heart attack. In the end, the case was terminated, the honored doctor of Russia was rehabilitated, the Prosecutor General’s office officially apologized to him, the state compensated for the costs of lawyers, but he could not return to the profession. The oxygen station, built by Bushtyrev, was never used - the perinatal center continued to buy oxygen from a third -party company.

And in the fall of the year, in the midst of an epidemic of coronavirus, the region was faced with a lack of medical oxygen. According to preliminary data, the interruptions in the supply of gas caused the death of 11 people at once in a covid hospital on the basis of the same OI city hospital.
