An interview with the President of the Union of Industrialists and Entrepreneurs of the Murmansk Region S. This public organization has come a solid path from a business club discussing the problems of an entrepreneurs who have been born in the post -Soviet period to the Union, which acts in defense of its members before various government structures. Today, with the post of President of the SPP MO is also called to cope with the unknown in Murmansk Sergey Borisovich Weller, one might say, one of the continuers of the builders dynasty, who is familiar with the whole mass of entrepreneurship problems in the north of Russia.

More than a year ago, Sergey Borisovich began to delve into the general problems of Murmansk entrepreneurs and today on the pages of an industrial magazine, answering the questions of our correspondent Victoria Egorova, shares his thoughts with colleagues. Most of modern dictionaries in one way or another in different terms develop and clarify this concept, far from leaving the original meaning. The concept of "union" applies to associations in various fields of human activity: from state and public to professional and social. And all these concepts are united by one thing - mutual obligations - bonds! What type do you belong to the Union of Industrialists and Entrepreneurs?

And what unites, what “bonds”? What is the status of you personally, as an experienced entrepreneur and president of the Murmansk Union, are you assigning SPP, even if unofficially? Do you represent an alliance as a living organism or as a clearly built and established structure of multilateral relationships and mutual obligations? In this case, this is not a commercial association and to expect some mutual benefit to its members do not have to.

If we talk about mutual ties, then they are probably formed, again, as a result of the commonality of many positions. What is common? All our enterprises are primarily working in conditions primarily by Russian jurisdiction, because the Russian Union of Industrialists and Entrepreneurs - RSPP and, in addition, our regional Union Murmansk branch, works in the Far North, reflected in regional legislation.

Here we are united by such problems of employers as long -term leave of workers, polar allowances and a wage coefficient, transportation from products consumption centers that create logistics problems. That is, besides the problems that the business in the territory of the Russian Federation can arise in general, we have a number of specific problems that the industrialists of the North should and can solve only united efforts, if you want, securing mutual “bonds”.

And the main goal of the Union of Industrialists of the Murmansk Region is to jointly look for solutions and represent the interests of industrialists from the largest and most medium to small business at all levels. In the government of the Murmansk region, in the regional Duma or even at the federal level. Indirectly - through the RSPP. From the most significant examples I can mention that the SPP is traditionally a member of the tripartite commission to establish the minimum wage.

This is constant work. In order to establish specific, real amounts, it is necessary to know and take into account the opinion and balance of interests of not only legislators, but also managers of enterprises and representatives of trade unions. That is, both workers and employers. It should be mentioned that the Murmansk region was the only subject of the Russian Federation who submitted proposals to adjust the new formula of pension legislation and defended it.

In particular, our proposal was stated there, which found mutual understanding at the level of the government and in the trade unions, which consisted in the fact that if, according to the new formula, working pensioners fell out of the annual recalculation of pensions, then the Murmansk region proposed two options for adjusting the pension legislation - the resumption of the practices of the annual recalculation, since the employer in any case pays to the pension fund Contributions for the employee, thereby forming his pension: the first is to leave the annual indexation of the pension to working pensioners through the Pension Fund, or the second option - by agreement of the employee and the employer who pays contributions to the Pension Fund, take into account the indexation as part of the salary of the retirement employee.

We found mutual understanding both in the government and with trade unions. That is, we defended the indexation of pensions. And you can be proud of these specific results. You can also name some adjustments to the decree of the Government of the Russian Federation on the kilometer Arctic zone. According to this decree, the initially most of the Kola Peninsula fell out of the Arctic zone.

Although it is clear to everyone that the climate on the Arctic coast itself and in the central regions of the Kola Peninsula is practically no different.As a result of our participation in this work, along with the Government of the Murmansk region and public organizations, the voices of the northerners were heard, and the entire Murmansk region was included in the Arctic zone. Now we are waiting for by -laws to start working with them.

Surely there will be a discussion and new proposals. A merit of the Union can also be made to set up the employment of disabled people. We worked for a long time with the regional Duma on the employment of disabled people. Previously, the quota for the employment of this category of employees was calculated from the list of employees at the enterprise. We have achieved the exclusion from the list of harmful professions so that only those professions and positions that disabled people can occupy for health reasons remain in the list of workplaces for the disabled.

And now, at enterprises with the number of people who work below 30 people to the employment of disabled people, it does not apply at all. You can also name the topic promoted by the Union of Industrialists of the Murmansk Region along with the government of the region and trade unions is the issue of northern rise as a rise. We are talking about issues that the Government of the Russian Federation should take into account and ensure in the execution of any state social guarantees in the execution of employers.

This is a very long and hard work that requires adjusting many legislative and by -laws. Therefore, we are constantly engaged in it. You can talk a lot about the directions and results of the ATP activity, but the above, perhaps, is one of the most significant. The union is today a body clearly built with certain tasks, which is by no means alien to new trends. We constantly hold our hand on the pulse of what is happening in the economy and quickly react not only to what is happening, but also to the trends.

That is, preserving the developed traditions and experience, the union is constantly developing and updated together with the entire economic and social community. How much do you project your professional experience on the activities of the Union? Do you trust your experience and vision of prospects more or orient more or less on the experience of your predecessors, given their good luck and failure?

Of course, you have to learn from your own mistakes: not only is your own experience taken into account, achievements and failures, but experience and development of predecessors, continuity - the main condition for advance forward. Therefore, I asked the previous president of the SPP MO Lebedev Alexander Gennadievich for the first time - a year, for example, to remain vice president of the Union and, in fact, an adviser in all matters.

His help is invaluable, and I am very grateful for science. In addition, by managing my own enterprise, I am constantly in the course of practical issues and problems of enterprises. You can read textbooks as much as you like, but until you encounter a problem in practice, understanding will not come. At the same time, one cannot be a specialist in all industries. Why the union of entrepreneurs needs, because everyone has different activities and different problems.

Fishermen have their own problems, the builders have their own, in the banking sector - others. There are some common details that connect all employers. Therefore, our union unites people of completely different levels and profiles. In recent decades, priority is given to mining and processing industries. Do you think that such a rotation of industrial priorities is logical for objective, let’s say, natural causes or what happened - a consequence of the redistribution of property as a result of the privatization of industrial enterprises and the level of managerial abilities of new leaders?

By and large, not much has changed since the Soviet Union. All enterprises were then state. The owners have appeared today. But what has changed? If in those days enterprises worked according to the state plan, now everyone is managed by the market - demand. Products are produced according to demand. For example, fishermen both caught fish and catch. But economic conditions have changed significantly.

And often it is more profitable for Murmansk fishermen to give fish to the sea to Norwegian processors than to take it to Murmansk, where there are many obstacles. There was a serious mining industry in the Murmansk region and in Soviet times. Over the years of the emergence of the market, several small enterprises have only been added and the structures of large and medium -sized structures have changed somewhat.

Today, as we see, economic conditions are formed so that the production of the mining industry of the Murmansk region is more asked in the market than the fish. We have completely unique, only or one of the few deposits in the Kola Peninsula, whose products are in demand by the industry of many countries. At the same time, it cannot be said that fish products have become less popular.

But, note that in Soviet times, for example, there were no so many Norwegian salmon, many food products of foreign production appeared.That is, the conditions of the world market have changed, accordingly, economic and market relations in our region have changed. Our tasks in these conditions are to contribute to modernization and development of production. If the products of fishermen are competitive, then it will become more in demand both in the domestic and world markets.

But, I note that trade unions are engaged in purely professional issues. And the Union of Fisheries is concerned about the restoration and development of fisheries and fish processing at Murmansk enterprises. Is this their duty or personal desire? How are the topics and forms of classes determined? How much the efforts of the SPP MO help to improve managerial qualifications of managers or more rationally invite a manager who already has sufficient qualifications to optimize the activities of the enterprise?

Can you give examples in favor of a particular statement - even if, without calling the enterprise, only by indicating the scale. In this regard, we can name the implementation of tax conferences. This year, the fifth conference has already been held. We have close interaction with the inter -district inspection for taxes and fees. The head of the inspection Tamara Sergeevna Lapina is actively involved in our joint work and ensures the presence at conferences of a sufficient number of specialists on various taxation issues for which thematic sections are organized on predetermined issues.

We attract third -party organizations that are engaged in advisory assistance to entrepreneurs to participate in conferences. Graduates of the economic faculties of Murmansk universities take part in tax conferences at the initiative of the Union of Entrepreneurs. Here they literally “cook” in the problems of enterprises and begin to gradually navigate their presence and ways of solutions, get practical skills here, which, according to the students themselves, cannot be obtained in theoretical classes.

Thus, economists of enterprises included in the SPP MO have the opportunity to realize their qualifications in the field of taxation. The same can be said about the close interaction of the SPP MO with the employment service, which allows helping specialists of the personnel service of small enterprises to orientate the labor market better. If we talk about the managerial experience of managers - most directors of large enterprises are the sent specialists with great production and managerial experience.

At small enterprises, the situation is somewhat different.
